When
is the best time to weigh?

I guess it depends on what you're looking for. Usually, the best time is morning as you weigh less, but that's not always true depending on when you eat and whether you're trying to lose weight (or gain weight - really; some people are actually trying to do that!)
Overall, my suggestion is just be consistent. Pick one time each WEEK (not each day). Try and dress the same (or close enough) and keep a record of your progress. There will be times when, no matter how well you are doing, you still gain weight. At times like that, it's nice to be able to see the trend, not the snapshot.
Remember, it's a long term. Even if you lose 10 pounds one week (yeah, right!), the key is to keep it off. Think one week further into the future each week.
